On January 20, 2025, President Trump issued the Protecting the American People Against Invasion executive order, reinforcing the requirement for noncitizens to register with the U.S. government under Section 262 of the Immigration and Nationality Act (INA). This order directs the Department of Homeland Security (DHS) to prioritize enforcement of these registration requirements, ensuring compliance through both civil and criminal penalties.
Under this mandate, most noncitizens in the U.S. are already registered. However, a significant number remain unregistered due to the lack of a formal process. To address this gap, U.S. Citizenship and Immigration Services (USCIS) is implementing a new registration system, requiring eligible individuals to submit their information and fingerprints.
